- Howard was born and raised in Hyattsville, MD where his father was involved with the sales of automobile tires (a new industry) and his mother was a homemaker.
Howard finished his schooling in Maryland and became a professional surveyor and civil engineer.
Howard was a member of the "Shiek" club when he lived in Hyattsville, Maryland.
While on the job as a surveyor in Virginia he met Sarah Kathleen Snapp from the town of Elkton,VA. Kathleen (Sarah) says that of the 4 man surveying crew that came to town, one married her sister, one married her cousin and another married her. The young couple fell in love and married on May 22, 1931 in Elkton, Virginia.
Howard began work with the Coast and Geodetics Bureau of Yards and Docks and became the chief engineer there. He soon found work with the Navy Engineering Dept. then with the Quantico Department of Public Works. His next assignment was as the head of design at the brand new FBI Academy and had occasion to talk with Henry "Hank" Sloan the head of the FBI Academy in Quantico VA.
Their first child Ann Howard Jones was born on January 31, 1935 in Elkton, Virginia. Howard and Kathleen tragically lost their second child, Robert Lewis Jones at birth.
Howard enjoyed competitive target shooting, and he and his family won several events.
Kathleen recalls that Howard would routinely watch Friday night boxing on TV, but usually slept through most of it. He loved to work on his cars and rebuilt several engines through the years.
Howard's last job was as an Executive Engineer with the consulting firm of Green and Wall, Inc. in Washington D.C.
Howard lived to see the birth of 3 of his 4 grandchildren but passed away less than a month before the 4th grandchild.
