Isaac appeared on the 1790 Census in Cross Creek Twp. Washington Co. Pa.
In the census he states that his household consisted of
1 male over 16
3 males under 16 and
3 females.
A John Cowan household also appears in that census (2M,1M,2F).

(Note: There was also a John Cowen in the same township, and of a similar age as Isaac).

By 1814 Isaac Coen was being assessed in Ohio.

During the Whiskey Rebellion, Isaac Cowan and others took the "Oath of Allegiance" September 11, 1794 at Cross Creek, Washington Co., Pennsylvania.
As follows;
I do solemnly, in the presence of Almighty God, swear and declare that I will faithfully and sincerely support the Constitution of the United States, and obey all laws thereof, and will discontinue opposition thereto, except by way of petition and remonstrance, and all attempts to resist, obstruct, or illtreat the officers of the United States in the execution of their respective duties, so help me God.

Each person, in taking this oath, was required to subscribe his name thereto, as well as sign the following pledge:

In pursuance of the oath hereto annexed, I do hereby engage and associate to and with all others who may subscribe these presents to countenance and protect the officers of the United States in the execution of their duties according to law, and to discover and bring to justice all persons who may be concerned, directly or indirectly, in illegally hindering or obstructing the said officers, or any of them, in the execution of their duty, or in doing any manner of violence to them, or either of them. In witness of all which I have hereunto subscribed my hand the day and year opposite my name.

Isaac married MARQUIS, Anne Abt 1782, Frederick County, Virginia. Anne (daughter of MARQUIS, Thomas and COLVILLE, Mary) was born 1759, Winchester, Frederick County, Virginia; died , Knox County, Ohio. [Group Sheet]

Notes:

Anne came from Virginia to Washinton Co., Pennsylvania. She married Major William Park, who was killed by the Indians in about May 1782, on a farm now belonging to the heirs of Josiah N. Scott, Esq., in Jefferson township, Washinton Co., Pennsylvania.
Anne's sisters married in Virginia -
Sarah married John Vance, and lived near Holstein, Virginia.
Elizabeth married Daniel McCauley, and remained in Virginia.

Notes:

Thomas Marquis, the father of these children, was killed by the falling of a limb of a tree, whilst gathering corn. His children were brought up under the direction of his brother-in-law, John Wilson, who was a school teacher, and a religious man, consequently they were carefully educated, both secularly and religiously.

Thomas married COLVILLE, Mary Abt 1733. Mary (daughter of COLVILLE, James and VANCE, Ann) was born 1723; died Bef 2 Mar 1760, Frederick County, Virginia. [Group Sheet]

Notes:

They are descendants of French Huguenots, who fled from France on account of religious persecutions, and settled in Ireland.
In 1720 William Marquis and Margaret, his wife, together with their son Thomas and daughter Mary, emigrated to this country from Ireland, and they settled on the Opequon River, about three miles outside Winchester, Virginia in the year 1737, shortly after opening of the Shenandoah Valley by Lord Fairfax. It is believed that some of the children of this family remained in Ireland. Some years after their parents came to America.
